The final Legislative compromise package of State budget cuts has eliminated the balance of the year's second half LTAF II funding. Despite the earlier indications that LTAF II would not be cut, the final agreement by the House and Senate in H 2001 reduced general appropriations by $210 million and included the LTAF II cut. The House and Senate also agreed to repeal the FY 2003 Budget. That means that $7.1 million in general funds the State budgeted for LTAF II for FY 2003 no longer exists. Beginning in January, the Legislature will start over and adopt a new one-year budget for FY 2002-03. Unless revenues rebound in the first quarter of next year, it is projected that the State will have a revenue shortfall of $800 million for FY 2003. AzTA's lobbying next Session will focus on restoring LTAF II funding with a permanent funding source. Governor's Task Force Completes Work The Governor's Vision 21 Transportation Task Force forwarded its final report to the Governor after nearly 3 years of work. The report says that Arizona has about $61 billion in transportation needs over the next 20 years, but is projected $20 billion short of meeting those needs. In receiving the report, Governor Hull said that ". it's not time to go before the public with a tax increase". The only proposed implementation of the Task Force recommendations this Session of the Legislature is to pass a bill that will create a single statewide database for transportation information. Other Task Force recommendations, such as urban transportation districts and increasing membership on the ADOT Board, may be given consideration by the Legislature. Most other provisions of the Task Force recommendations won't be considered by the Legislature because of the lack of new funding. Transit on the Ballot The ballot box is probably the most accurate reflection of the growth in the grassroots demand for transit. In 2000, sixty-nine percent of the transit-oriented referenda offered to the voters were passed. In Arizona, the City of Glendale passed a transportation sales tax last November and in May 2002 transit will be on the ballot in Tucson. E-Mail Legislators One of the most effective ways to communicate with your Legislators is to use e-mail. You don't have to come to the State Capital and stand around all day waiting for that 5 minutes of your Legislator's free time. You can find your Legislators e-mail address on the AzTA web site at www.azta.org. You can also keep up to date on important legislation pending in either the House or Senate through the Arizona Legislative Information System (ALIS) web site at www.azleg.state.az.us. As a result, the following bus route detours will be in effect December 28-29. Detours on December 29 will be lifted as soon as the parade area is reopened to traffic (at approximately 4 PM).
