Larry Miller, Vice President, Gannett Fleming
Larry is the former Chief Executive Officer of the Regional Public Transportation Authority in Phoenix (Valley Metro), and British Columbia Transit in Victoria, Canada. He is a nationally recognized leader in the transit industry with more than 30 years experience. Prior to joining Gannett Fleming he managed the funding, design and construction of the first regional design/build rail transit project in North America – Vancouver’s Sky Train.

Subsequently, Larry has managed major transit design and construction assignments for Gannett Fleming in New Orleans (Canal St. Streetcar), Los Angeles (where he served as Interim CEO for the Pasadena Goldline Construction Authority), and Phoenix (Sky Harbor Sky Train Project). As Gannett Fleming’s project lead, he has also served clients in San Francisco (BART), Charlotte (CATS), Seattle (METRO & State Legislative Committee), St. Louis (METRO), Vancouver (Millennium Line Board of Directors), Las Vegas (Monorail Board of Directors), and Taichuing (Taiwan).

Larry has been a leader in the field of public transport’s and integration with urban design. In 1975 he represented the Government of Canada at the Economic Commission for Europe’s Committee on Urban Development presenting a paper entitled “Integrating Community Development and Public Transit Services.” In Vancouver, the Sky Train project sparked a number of transit oriented development projects including the mixed used MetroTown development in Burnaby and the revitalization of Downtown New Westminster. Larry has advised the Los Angeles County Transportation Commission, the Bay Area Rapid Transit District (BART) and the Orange County Transportation Authority (OCTA), on policy, planning and design of transit oriented development.
